箕面市が中古パソコン500台をEdubuntuで再生利用へ

箕面市が、小中学校の実習用パソコンの入れ替えにともなって発生した中古パソコン５００台にEdubuntuを入れて再生パソコンとし、市内の全市立小中学校20校の職員室に，事務用パソコンとして追加で設置する、というニュース。OpenOffice.orgの利用を主とし、脱MSにより、導入費用はMS Officeの場合の10分の１、維持費用はほぼ０へ。LTSPを使ったシン・クライアントの活用で、導入も管理も簡略化。

これは、特殊で奇特な例ではなく、経済性のみならず、資源の再利用ということでエコ的にもしごく合理的な判断と思う。サポート企業を募集しており、「サポート」が表に出るビジネス・モデルが実現しつつある。これは、このサイトeMedia-supportを始めるにあたって目指していたものでもあった。これからでも遅くないかもしれない。貢献できるビジネスへの方向性を探したい。

八ッ場ダム建設をめぐるニュースを見ていて思った。これは、数十年にわたり国中で行われてきた、希有壮大な無駄遣いの象徴として、そして、ここから時代が変わったことの記憶として、何らかの形で残してはどうかと。ここから日本が変わる、その歴史的な意義も含め、それを、世界遺産として推す[1]。

仲間と、名湯川原湯温泉へ行き、吾妻峡の山紫水明をめでつつ、残骸となった巨大な橋桁を見ながら、その意味を問う、研鑽ツアー。地元の人々と交流し、この50余年の苦難の歴史を学び、一体なぜそうなったのか、これからはどうしたらいいのか、とことん話あう、研修会。この国には、まだ、すばらしい自然があり、謙虚で賢明な人々がたくさんいるのだと、世界に知らしめる情報発信。知恵をしぼれば、できることは、まだ、たくさんある。

民主党（中心）政権になって、「高速道路の無料化」が話題になっている。しかし、本当に必要なのは、「高速道路の最適化」ではないかということで一言二言。

妹から聞いた話によると、香港では、渋滞を減らす目的で、高速道路の料金が変わるという。つまり、料金の設定によって、交通量の最適化が行われている。料金をどう設定すれば、交通量がどうなるかという予測は、天気予報や株価の予想などより不確定要素ははるかに少なく、実際に変えていく中でデータが蓄積されるので、コンピュータでの予測精度は時とともに高めることができ、且つ、具体的な数字での評価もできる。

この「最適化」は、渋滞だけが対象とはかぎらない。料金のシステムをどのように組めば、渋滞、移動時間、CO2排出、鉄道やフェリーの経営、交通事故件数等々がどのような影響を受けるかを予測し、国民の利益の最大化を目指した最適化を考えればよい。その意味で、原則フリーウェイとし、上のような諸々の要素を含めた最適化を取り入れて、例えば都市部のある区間ある時間帯はいくらの料金を課すといった方法もあるだろう。料金体系がある程度複雑になっても、カーナビやケータイやパソコンで区間を指定すると料金が即座に示されるサービスを提供することは今やたやすい。

これまでの50年くらいは、どうも、道路に関わる政治家・官僚・業者の利益を最大化・肥大化させてきた歴史ととらえることもできる。今回の政権交代により、その最適化の対象を国民の利益に転換するシステム作りがなされることを期待したい。

様々な分野でのシステムが病み、再構築を迫られ、それらを国民のために最適化することが求められる中、今回、選ばれた首相が、オペレーションズ・リサーチ（OR)を学び経営工学で博士号を持つ「再構築・最適化」の専門家でもある[1]ということは、この国の行く手に一つの明るい光を見る思いがする。大いに期待し、自分にもどんな貢献ができるかを真剣に考えていきたい。

Encartaの終わりからの始まり

ITproのニュースで、Microsoft社のオンライン百科事典Encartaが打ち切りになるという記事を見た。

百科事典といえば、その歴史を見ても、人知を網羅する「知」の象徴ともいえ、紙ベースからネット・ベースに変わる現代の「知の殿堂」を目指して、Microsoft社が膨大な労力と資金をつぎ込んだものと推察する。

しかし、それなりの成果と役割を果たしたとはいえ、今回、打ち切りとなり、その営みを終えることとなった。一方、膨大な労力も資金もなく始まった、もう一つのオンライン百科事典のWikipediaは、世界中に散らばった無数のボランティアの協力を得て、当初到底予想できなかった成功を納め、未だに成長を続けている。

Encartaの終わりは、このことの意味を、そして、これからへ向かっての意義を、今一度改めて考えてみる良い機会かもしれない。似たようなことが、OSのWindowsにも起こるだろうか・・・　これは、単なる組織間の勝負ではなく、ClosedかOpenかという根本的な姿勢の違いに帰着する戦いなのだと思う。

ちょっと気になるのは、Encartaに納められた膨大な資料がこれからどのように扱われるかということ。Microsoft社の末永い栄誉のためのみならず、人類の財産としてみても、潔く、PublicなDomainへ返され、今後の人知の発展に役立てられていくことを切に願いたい。

OpenOfficeを導入している自治体について、少し調べてみた。

愛媛県の四国中央市が全庁のパソコン約1100台にOpenOffice.orgを導入

5年で3,300万円の経費削減。
文書ファイル・フォーマットには，国際標準（ISO26300)であるODF（Open Document Format）を採用することで，文書が長期間利用可能。
小中学校の教育用パソコン約900台も順次OpenOffice.orgに移行の計画。

これは、もう批判をすべきような状態ではなく、ドクター・ストップをかけて精密検査をするのが、国そして本人のためだと思う。最も心配なのは、脳への障害の可能性だ。それこそ、「心を配る」という意味でも、彼自身と彼がになっている責任について心配し、しかるべき処置が早急になされることを期待する。

定額給付金を商品券で！

今日も国会は「定額給付金」のことでもめている。付託を受けている国会議員には、党利党略ではなく、国民の苦境を救う最適な方法を見出す真摯な努力が求められている。

今回の2兆円に及ぶ国民給付金には、批判も多く、メディアは国民の８割近くが反対していると伝えている。しかし、現況、衆議院の決議に従って給付が行われる可能性が高い。そこで、給付されるとしても、それを最も効率的に、最も簡単に、最も必要とされている人々へ届けるためにはどうしたらよいか、考えてみた。

地域商品券で給付する！そうすれば、消費者は地域で消費するし、役所は個々の銀行口座へ振り込む手間と費用が省ける（振り込め詐欺も防げる）。　さらに、給付商品券からの寄付を募る。寄付された商品券は、ハローワークでおにぎりを購入して配給したり、地域のボランティアの仕事への報酬として配布する。その際、使い易いように、地域商品券は1枚を分割して使えるようにする。例えば、2000円の商品券は２００円ずつちぎって使えるようにしておけば、1回２００円でおにぎり2個分として、10食分の価値が出る。また、商品券を受け取った商店は、裏に２００円分ずつ店のスタンプを押して、店のクーポン券としてお客に渡すことができる。

現在の給付金の案では、役所が各受給者にお知らせを送り、受け取った人はそれに必要事項を記入し、免許証などのコピーを添付して送り、それを受け取った役所は書かれた銀行口座を登録し、その口座に振り込む、ということで、それらの作業を業者に委託することになるらしい。また、銀行口座の書き間違い、写し間違いなども予想され、事務作業が煩雑になる。これらの負担は総合すると半端なものではなく、ニュース筋によると８００億円超とのこと。これは結局、税金でまかなわれるので国民が負担することになる。しかも、現金でもらった給付金は、必ずしも地元での消費にあてられるとはいえない。

商品券で給付する方法であれば、役所の作業負担が減って効率的になり、消費者は手続きが簡単になり、地元の商店の商品が売れて地域が活性化され、これを利用した寄付の仕組みをつくれば、最も必要としている人たちへの食の提供も可能になる。

この方法、どうだろうか。ことは緊急を要する。もっと広く伝え議論する場を探してみたい。

ITProのニュース（２００８年５月２９日付）で、「会津若松市がOpenOffice.orgを全庁導入へ」とあった。快哉！

ＯｐｅｎＯｆｆｉｃｅは自分も使っているし、他の人にも勧めたい。これからの改善点の一つに、日本語化の遅れを減らすことがあるが、そのあたり、翻訳での貢献ができないかと思ったりする。あるいは、そのような翻訳を効率よく行うシステムへの貢献の方が次元が高くてよいかな、とも思ったりする。

認証が必要なサイトにいちいちログイン名とパスワードを登録して使うのはおっくうだし、その管理も面倒・・・誰もが思っていた不便への対策として、ＯｐｅｎＩＤが提唱され、急速に普及が進んでいる様子。オークションなどでも使っているＹａｈoo!Ｊａｐａｎで簡単にＯｐｅｎＩＤが登録できるようなので、ものは試しと使ってみることにした。

登録の仕方は、Ｙａｈｏｏ！Ｊａｐａｎにユーザ・アカウントでログインし、http://openid.yahoo.co.jp/の「取得する」ボタンから。Ｙａｈｏｏ！Ｊａｐａｎのアカウントのパスワードの再確認があり、規約への同意をすると、「あなたのＯｐｅｎＩＤは、https://・・・　です。」というページに至る。これでＯｐｅｎＩＤに対応したサイトでの認証は、yahoo.co.jpを指定し、Ｙａｈｏｏ！Ｊａｐａｎへログインすることで代用できるということらしい。

こういう仕組みは、説明されてみると、「な～んだ」と思うくらい容易に理解できる。しかし、それを考案し、練り上げ、実践へ移すというのは容易なことではない。ＨＴＴＰの仕組みもそうだし、万有引力の法則だってそうだろう。ＯｐｅｎＩＤの仕組みが何故どのように成功への道を歩みつつあるのか、という「仕組みを成功させる仕組み」を考えることは、その意味でも本質的な考える力につながっていると思う。世の中には、成功例より失敗例が何十何百倍と多いわけだが、それは、成功例だけでなく、失敗例でも同様なことがいえるので、そのような思考能力を高める例にはことかかないはず。役に立つ頭の体操と考えれば安いものだ。
